§ 51.20  CHARGES FOR HAULED-IN HOUSEHOLD AND PORTABLE SEWAGE; PERMIT FEE.
   (A)   Annual permit.  Upon application, an annual permit for the disposal of hauled-in waste shall be issued by the Utility Billing Department. A permit fee of $30 per year shall be charged for each vehicle transporting household septage to the City’s Wastewater Treatment Plant for disposal.
      (1)   A permit issued under authority of this section may not be sold, assigned or otherwise transferred nor inure to the benefit of any transporter other than the original permittee.
      (2)   Each applicant shall provide the following information on the application:
         (a)   Name (owner and business);
         (b)   Address (residence and business);
         (c)   Owner’s social security number;
         (d)   Telephone number (residence, business, emergency);
         (e)   Texas Commission on Environmental Quality (TCEQ) Registration Number;
         (f)   The vehicle identification number (VIN) of each vehicle to be permitted;
         (g)   The license number of each vehicle to be permitted;
         (h)   Year, make, and model of each vehicle to be permitted; and
          (i)    Such other information or data that the operator may deem necessary.
   (B)   Charges per load.  The following charges shall be made for each load of hauled-in waste in addition to the annual permit fee.
      (1)   Treatment choice of:
         (a)   Ten dollars per 100 gallons of tank capacity of household and portable septage only; no grease traps, sand traps, car wash traps, and/or sedimentation tanks, etc.
         (b)   Ten dollars per 100 gallons of a mutually agreed to metering system provided and maintained by the septage hauler.
         (c)   Trip tickets for each load of septage disposed at the City’s Wastewater Treatment Plant will be forwarded to the Utility Department for billing. A statement will be rendered within the first two weeks of the month.
