§ 51.02  UTILITY DEPOSITS.
   (A)   There is hereby established a utility security deposit to be required from each utility patron to be paid to the city prior to the connection of city utility services to that patron.
   (B)   The utility security deposit shall be for all services. By definition, all services shall mean water, sanitary sewer and garbage collection, where the city can feasibly provide these services.
   (C)   The amount of the deposit for utility patrons shall be as follows:
      (1)   Residential:
         (a)   Property owners: $50; and
         (b)   Renters: $50.
      (2)   Commercial Type I: $100;
      (3)   Commercial Type II: All large volume users, restaurants, washaterias and car washes: $100; and
      (4)   Deposit for a two and one-half hydrant: $950.
   (D)   Upon termination of services where a utility security deposit has been provided, the deposit shall first be applied to all outstanding statements for utility services which have been provided and then any portion remaining shall be refunded to the utility patron.
