Except where an immediate threat to public health and safety has been declared pursuant to § 151.18, the city shall file a notice of the hearing in the Official Public Records of Real Property in Van Zandt County at least ten days before the date of the hearing. The notice must contain:
(A) The name and address of the owner of the affected property, if that information can be determined from a reasonable search of the instruments on file with the County Clerk;
(B) A legal description of the affected property; and
(C) A description of the hearing.
