The date of the public hearing before the Council Hearing Panel shall not be less than 30 days from the earlier of the date of (i) personal service or (ii) deposit of the notice in the U.S. Mail, except when an immediate threat to public health and safety has been declared by an Enforcement Officer pursuant to § 151.18.
