(A) It shall be unlawful for any person, group or organization to conduct a demonstration upon the streets, rights-of-way, or other public property of the city, without first obtaining a permit from the Chief of Police.
(B) It shall be unlawful for any person, group or organization to impede the flow of traffic or create a safety hazard during a demonstration.
