Where the City Council of the City of Canton, Texas, finds that extraordinary hardships may result from a strict compliance of this chapter, it may vary the regulations so that substantial justice may be done and the public interest secured; provided that such variation shall not have the effect of nullifying the intent and purpose of these regulations. Such variances and modifications as may be granted shall be at least a three-fourths majority of the Council.
