(A) Subdivision proposals. All subdivision proposals and other proposed new developments greater than 50 lots or five acres, whichever is the lesser, shall include within the proposals base flood elevation data.
(B) Subdivision approval. An approval of subdivision shall indicate that the following regulations, have been adhered to for parts of the subdivision having areas officially identified as flood hazard areas (Zone A).
(1) All subdivisions shall be required to:
(a) Be consistent with the need to minimize flood damage;
(b) Locate, elevate and construct all public utilities and facilities such as sewer, gas, electrical and water systems, so as to minimize flood damage;
(c) Provide adequate drainage so as to reduce exposure to flood hazards;
(d) Locate, elevate streets and curbing and locate, size and shape lots in a manner which will permit each lot to provide an adequate building site for residential or non-residential structures with the building permit requirements contained in this subchapter; and
(e) As a part of subdivision plat approval, water supply and sanitary sewer systems shall be designed and installed to minimize or eliminate infiltration of flood waters into water systems and discharge of sewer systems into flood waters. Plats with planned on-site waste disposal systems shall be approved only where the systems can be designed, located and constructed so as to avoid impairment of these or contamination from these during flooding.
(2) All mobile home parks and subdivisions located in a flood hazard area in which the base flood elevation data is available shall file an evacuation plan indicating alternate vehicular access and escape routes with the appropriate Disaster Preparedness Authorities.
