§ 31.03  OFFICE OF CITY MANAGER.
   (A)   There is hereby created the Office of City Manager of the City of Canton, Texas.
   (B)   The Office of City Manager of the City of Canton, Texas, shall be filled by appointment of the City Council of Canton, Texas.
   (C)   The duties of City Manager shall include:
      (1)   Appointment and, when necessary for the good of the city, suspension or removal of all officers/directors of the city, except as otherwise provided by law, subject to approval and consent of the City Council. The City Manager may authorize the head of a department or office to appoint, suspend, or remove subordinates in such departments or office;
      (2)   The management and control of the financial affairs and municipal operations of the city  under the City Council’s direction and advising and counseling the City Council in the performance of its governmental functions; and
      (3)   Performance of other duties as may be required by the Council, not inconsistent with the law or ordinances.
   (D)   The holder of the office of the City Manager shall serve pursuant to the written agreement entered into between City of Canton and City Manager.
   (E)   The City Council of the City of Canton, Texas, by a majority vote thereof, shall set a rate of compensation for the Office of City Manager.
   (F)   This is adopted and the Office of City Manager is created under and by authority of Tex. Loc. Gov’t Code, § 22.071.
