(A) The City Secretary shall, upon consideration of the application for a license and the reports and the certificate required to be attached thereto, approve or reject the application. If the application is rejected, the applicant may appeal the order to the City Council.
(B) In the event of the appeal, the entire record of the application shall be sent to the City Council who will set a time and place for a hearing on the appeal. At such time and place the applicant may appear and present evidence as to why a license should be issued to the applicant.
