§ 115.13  PASSENGERS.
   (A)   It shall be the duty of the driver of any taxicab to accept as a passenger any person who seeks to so use the taxicab, provided the person is not intoxicated or under the influence of drugs and conducts himself in an orderly manner. No person shall be admitted to a taxicab occupied by a passenger without the consent of the passenger.
   (B)   The driver shall take his or her passenger to his or her destination by the most direct available route from the place where the passenger enters the cab.
   (C)   No driver of a taxicab shall receive or discharge passengers in the roadway of any street, but shall drive to the right hand sidewalk, as nearly as possible, or in the absence of a sidewalk, to the extreme right hand side of the roadway, and there receive or discharge passengers.
   (D)   It shall be unlawful for any taxicab driver or owner to knowingly transport any person in the violation of the any provision of the Texas Penal Code, or of any criminal laws of the United States of America.
