(A) It shall be unlawful to engage in the business of operating a taxicab in the city without first having secured a license therefor. Applications for those licenses shall be made in writing to the City Secretary upon forms provided by the City of Canton.
(B) Upon receipt of the application, the City Secretary shall schedule a hearing before the City Council at its next regular meeting. Upon consideration of the application, the City Council may grant or refuse the permit, as in its discretion may be in the best interest of the citizens of the city and the public in general. The City Council may require additional requirements and conditions in the permit to be issued which shall be cumulative of and in addition to those required by this chapter.
(C) All permits for the conduct of a taxicab in the city shall be issued and signed by the City Secretary. Each permit shall be dated on the day of its issuance; shall bear a serial number; shall show the name and address of the operator; and shall state that the operator has been authorized by the City Council to conduct a taxicab business in the city until the expiration date stated thereon.
