(A) General. City parks are owned and operated by the city. The Council retains overall control of the parks and park policies, but the Council may delegate the implementation of parks policy to the City Manager. The Canton parks are intended for the general public use.
(B) Hours for City of Canton parks and recreation facilities. It shall be unlawful for any person to enter into or upon any of the parks and recreation facilities designated below between the following hours:

(C) Penalties. Any person who shall violate the provisions of this section, or who shall fail to comply herewith, or with any of the requirements hereof, shall be guilty of a misdemeanor and shall be liable to a fine of not more than $200 per offense upon conviction.
(D) Effective date. This section shall take effect immediately from and after its passage and the publication of the caption as the law in such cases provides.
