§ 70.60  EMERGENCY CLAUSE.
   The fact that traffic on the streets of the City of Canton has greatly increased with the growth of the city’s population and the problem of increasing traffic congestion in the business areas of the City of Canton and the fact that this chapter is needed to protect the safety and general welfare of the citizens of the City of Canton creates an emergency and an imperative public necessity for the immediate preservation of the public welfare and safety which requires the suspension of the rule requiring ordinances to be read on three separate days before the final passage thereof; wherefore, the rules are hereby suspended, and this chapter shall be effective from and after its final passage, and it is so ordained.
