Any vehicle parked in violation of the traffic ordinances of the City of Canton at a place where parking is prohibited or parking time is limited may be removed and impounded by the Traffic Division and an impounding fee of $2 assessed against and collected from the owner or driver of the vehicle before the release of the vehicle. The payment of this impounding fee shall not excuse the owner or driver of the vehicle from the charge of violating the traffic ordinance prohibiting or limiting the parking.
