(A) Monitoring facilities. Monitoring facilities to allow inspection, sampling and flow measurement of the building sewer and/or internal drainage systems shall be provided and operated by all significant industrial users or other industrial users which may have a significant effect as determined by the city. The monitoring facilities shall be situated on the user's premises. There shall be ample room in or near the sampling manhole or facility to allow accurate sampling and compositing of samples for analysis. The facility, sampling and measuring equipment shall be maintained at all times in a safe and proper operating condition at the expense of the user.
(B) Testing and analysis. All measurements, tests and analyses of the characteristics of water and wastes to which reference is made in this section shall be determined in accordance with the latest edition of Standard Methods for the Examination of Water and Wastewater, published by the American Public Health Association, and shall be determined at the control manhole provided, or upon suitable samples taken at the control manhole. In the event that no special manhole has been required, the control manhole shall be considered to be the nearest downstream manhole in the wastewater disposal system to the point at which the building sewer is connected. Sampling shall be performed in accordance with EPA approved methods contained in 40 C.F.R. part 136 to reflect the effect of constituents upon the wastewater disposal system and to determine the existence of hazards to life, limb and property. The number, type and frequency of sampling and laboratory analyses to be performed by the owner shall be as stipulated by the city.
