The purpose of this chapter is to regulate the use of municipal sewers, protect the ground water, streams and other waters from the introduction of inadequately treated waste and to prevent or control the introduction of pollutants into the wastewater disposal system which will interfere with the operation of the system, the use or disposal of the sludge or will pass through the system inadequately treated into receiving waters or the atmosphere or otherwise be incompatible with the system. This chapter shall apply to all users.
