Daycare facilities, except as otherwise provided for, shall be allowed as a conditional use in accordance with the zoning districts established by §§ 152.445 through 152.448 of this chapter, subject to the regulations and requirements of §§ 152.070 through 152.074 of this chapter. In addition to the city regulation, all daycare facility operations shall comply with the minimum requirements of the applicable State Department of Human Services regulations.
