The language contained in this chapter shall be interpreted in accordance with the following rules of construction as applicable.
(A) The singular includes the plural, and the plural the singular.
(B) The present includes the past and future tenses, and the future tense includes the present tense.
(C) The masculine gender includes the feminine and neuter genders.
(D) Whenever a word or term defined hereinafter appears in this chapter, its meaning shall be construed as set forth in the definition.
(E) In the event of conflicting provisions, the more restrictive shall apply.
(F) The word
SHALL is always mandatory and not discretionary.
(G) In their interpretation and application, the provisions of this chapter shall be held to be the minimum requirement for the promotion of health, safety and welfare.
