(A) It is unlawful for any person to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish any building or structure, or any part or portion thereof, including, but not limited to, the plumbing, electrical, ventilating, heating or air conditioning systems therein, or cause the same to be done, without first obtaining a separate building or mechanical permit for each building, structure or mechanical components from the city.
(B) It is unlawful for any person to install, alter, repair or extend any public or private water or sewer system, or individual sewage disposal system or holding tank, without first obtaining a permit therefor from the city. Provided, that this division shall not apply to routine cleaning of sewerage or building drains, and provided, further, that upon a showing that a real emergency exists on a weekend or holiday, the Public Works Director or his or her designate may waive the permit requirement, but any waiver shall be subject to inspection before holes or ditches are filled.
