The duties of the Library Board are as follows:
(A) To advise in the preparation of the budget, approve it and determine that adequate funds are provided to finance the approved budget;
(B) To transmit to the City Administrator a proposed budget for the operation of the city library at a date set by the City Administrator each year for the ensuing year. Upon adoption of the budget, the Board shall be solely responsible for the implementation of the budget, including the authorization of all expenditures;
(C) To determine the policy of the library and develop the highest possible degree of operating efficiency in the library;
(D) To select and appoint a competent administrator or librarian;
(E) To supervise and maintain buildings, through the librarian, as well as regularly review various physical and building needs to see that they meet the requirements of the total library program;
(F) To study and support legislation which will bring about the greatest good to the greatest number of libraries; and
(G) To cooperate with other public officials and boards and maintain vital public relations.
