(A) License required. It is unlawful for any person to haul garbage or other refuse for hire without a license therefor from the city, or to haul garbage or other refuse from his or her own residence or business property other than as herein excepted.
(B) Recyclables. No license shall be issued unless the applicant is equipped and agrees to collect recyclables (metal cans, glass, newsprint, cardboard, plastics and the like) from the customers served pursuant to a license if issued.
(C) Delivery of recyclables. It is unlawful for any licensee to dispose of or deliver recyclable material except to a plant equipped to process it, or into a bona fide channel for delivery. A violation of this division (C) is ground for license revocation or suspension.
