(A) A Library Board composed of seven members is hereby established for the purpose of management and operation of the city library.
(B) Board members shall serve staggered three-year terms. Notwithstanding any provision in this chapter requiring board and commission members to be city residents, two of the seven members who shall be appointed to this Board may be county residents not residing in the city.
(C) In addition to the membership of this Board, a Council member shall be appointed to serve for one year in the ex officio capacity without voting privileges.
