§ 32.001 BOARDS AND COMMISSIONS GENERALLY.
   (A)   All board and commission appointments shall be made by the Mayor, and the appointment confirmed by the Council at the first regular meeting in January of each year.
   (B)   The term of each appointee shall be established and stated at the time of his or her appointment, and terms of present board and commission members may be reestablished and changed so as to give effect to this section.
   (C)   New appointees shall assume office on January 1, December 31 being the date of expiration of terms. Provided, however, that all appointees to boards and commissions shall hold office until their successor is appointed and qualified.
   (D)   All vacancies shall be filled in the same manner as for an expired term, but the appointment shall be only for the unexpired term. No appointed board or commission member shall be an employee of the city except those who are members by virtue of their office.
   (E)   All members shall be residents of the city unless granted a special exemption by the City Council.
   (F)   The Chairperson and Secretary shall be chosen from and by the board or commission membership annually to serve for one year.
   (G)   Any board or commission member may be removed by the Council for misfeasance, malfeasance or nonfeasance in office and his or her position filled as any other vacancy.
   (H)   Unexcused absence from three consecutive board or commission meetings (whether regular or special) held at least 20 days apart shall be prima facie evidence of official neglect and the Chairperson shall forthwith report same to the Council for its consideration. Excuse can only be granted by the Council for serious illness of the member, or a member of his or her family or some equally valid reason.
   (I)   Each Board and Commission shall hold its regular meetings at a time established and approved by the Council.
   (J)   A majority of the voting members shall constitute a quorum for the transaction of business, and a majority of those present and voting shall carry any issue.
   (K)   Except as otherwise provided by statute or other provisions of the city code, the provisions of this section shall apply to all boards and commissions.
