(A) Sale when not permitted by city code. It is unlawful to sell wine during hours, or on days, when the on-sale of liquor is not permitted by the city code.
(B) Consumption of wine on licensed premises more than 30 minutes after hours. It is unlawful for any person to consume, or any licensee to permit consumption of, any wine on licensed premises more than 30 minutes after the hour when a sale can legally be made. Provided, that this shall not prevent a licensee from continuing to serve food after the legal time for wine sales.
(C) Sale to persons to whom liquor sales are not permitted. It is unlawful to sell wine to persons to whom liquor sales are not permitted by the city code.
(D) Issuance of wine license. No wine license shall be issued to an applicant other than a restaurant. For purposes of this section, a RESTAURANT means an establishment, under control of a single proprietor or manager, having appropriate facilities for the serving of meals, and where, in consideration of payment therefor, meals are regularly served at tables to its guests, the principal part of the business being the serving of foods, and which shall have seating facilities for seating not less than 25 guests at one time.
(E) Sale of wine. It is unlawful for any licensee to make any sale of wine except for consumption on the licensed premises and in conjunction with the sale of food.
(F) Removal of wine from restaurant. An establishment licensed to sell liquor or wine at on-sale under this chapter may permit a person purchasing a full bottle of wine in conjunction with the purchase of a meal to remove the bottle on leaving the licensed premises provided that the bottle has been opened and the contents partially consumed. A removal of a bottle under the conditions described in this provision is not an off-sale of liquor and may be permitted without additional license.
