(A) License authorized.
(1) Notwithstanding any provision of the city code to the contrary, the Council may issue a license for the temporary on-sale of liquor in connection with a social event sponsored by the licensee.
(2) The license may provide that the licensee may contract with the holder of a full-year on-sale license, issued by the city, for liquor catering services.
(B) Applicant. The applicant for a license under this section must be a club or charitable, religious or other nonprofit organization in existence for at least three years, or a political committee registered under M.S. § 10A.14, as it may be amended from time to time.
(C) Terms and conditions of license.
(1) No license is valid until approved by the Commissioner.
(2) No license shall be issued for more than four consecutive days.
(3) All licenses and licensees are subject to all provisions of statutes and the city code relating to liquor sale and licensing, including mandatory seller and server training requirements, except those relating to financial responsibility and insurance, and except those which by their nature are not applicable.
(4) Licenses may authorize sales on premises other than those owned or permanently occupied by the licensee.
(5) No more than 3 four-day, 4 three-day or 6 two-day licenses in any combination not to exceed 12 days per year may be issued to any one organization or registered political committee, or for any one location within a 12-month period.
(6) No more than one temporary license may be issued to any one organization or registered political committee or for any one location within any 30-day period.
