It is unlawful for any person to mix or prepare liquor for consumption in any restaurant or other similar establishment selling or serving beer or soft drinks, except an on-sale liquor licensee. It is also unlawful for any owner or operator, or the agent or employee of an owner or operator to sell or serve beer or soft drinks for the purpose of mixing the same with liquor.
