§ 31.21 POWERS AND DUTIES.
   The City Administrator shall be the chief administrative officer of the city and shall be responsible to the Council for the proper administration of city affairs, and to that end shall be empowered and required to:
   (A)   Perform duties as specifically required by the City Charter, city code or other law, including those duties assigned by reference to the "City Clerk" or "City Clerk-Treasurer." The City Administrator may employ the title of clerk, treasurer, administrator or hyphenated combinations of these titles as necessary or convenient;
   (B)   Prepare and submit to the Council a proposed annual budget and administer it after Council approval, keep the Council apprised of the financial condition of the city and make recommendations for modifications of the budget as desirable or necessary;
   (C)   Manage and administer the finances of the city, including the investment of city funds, the development and execution of financial and capital improvement plans and the oversight of public expenditures and contracts;
   (D)   Monitor and direct all consultant and contract work performed for the city, including the City Attorneys;
   (E)   Design, coordinate, implement and monitor city programs and projects developed to meet city goals and objectives, and manage all city properties and facilities;
   (F)   Recommend to the Council the adoption of measures as necessary or desirable to promote the public health, safety and welfare of the residents of the city, and the improvement of the city administration;
   (G)   Coordinate the activities of all city departments and personnel, meet with and direct the responsibilities of the department heads, assign department tasks and functions and respond to complaints and concerns regarding city activities;
   (H)   Recommend the hiring of employees to the Council, supervise all department heads, prepare and coordinate performance and training programs for all employees and recommend to the Council any discipline of department heads, supervisors or employees;
   (I)   Coordinate and administer Council meetings, agendas, public records and activities, serve as city representative and liaison with other public and private individuals or groups, and coordinate the activities of city committees and commissions;
   (J)   Draft and issue administrative manuals, orders, rules, directives and regulations outlining general and specific procedures for the administration of the city's activities;
   (K)   Develop, supervise and monitor personnel policies and procedures including the negotiation of labor agreements;
   (L)   Supervise and manage all elections administered by the city; and
   (M)   Perform other duties as assigned by the Council.
