§ 31.20 ESTABLISHMENT AND APPOINTMENT.
   (A)   The position of City Administrator is hereby established.
   (B)   The City Administrator shall be appointed by the Council for an indeterminate term for compensation and upon conditions as fixed and determined by the Council.
   (C)   The Council shall also appoint an Assistant City Administrator to serve in case of vacancy, absence from the city or disability of the City Administrator.
