(A) A Building Department is hereby established.
(B) The head of the Building Department shall be the Building Inspector (referred to in the State Building Code as the "Administrative Authority"), together with assistants and staff members as may be authorized from time to time by the Council.
(C) It shall be the duty and power of the Building Inspector to carry out the provisions of the State Building Code and the ordinances of the city relating to construction. The Building Inspector shall submit a periodic report to the Council covering the work of his or her Department for intervals required by the Council.
(D) The City Council may determine to contract the duties of the Building Inspector.
