The Finance Committee duties are as follows:
(A) Finance Committee will provide input, direction and guidance to the City Council and staff relating to:
(1) The annual budget;
(2) Utility rates and charges;
(3) Labor contracts and negotiating strategies;
(4) Capital planning and equipment needs;
(5) Infrastructure financing plans;
(6) Tax levy and revenue sources;
(7) Employee compensation and benefit programs;
(8) Debt financing and financial plans;
(9) Professional service contracts;
(10) Other financial matters as may be referred by City Council.
(B) Finance Committee will meet quarterly or as needed.
