(a) No person shall ride, lead or tie any horse, colt, pony or other animal (except dogs) upon any sidewalk within the Municipality, nor upon any public parks or public playgrounds, nor upon any public parking area, nor upon any parking area used by the public in conjunction with the operation of a private business within the Municipality.
(b) No parent, guardian or person having the care, custody or control of a minor chid shall permit such minor child to ride, lead or tie any horse, colt, pony or other animal (except dogs) upon any sidewalk or other area mentioned in subsection (a) hereof.

(c) Whoever violates this section is guilty of a minor misdemeanor.
