(a) A list of all confiscated firearms proposed to be declared surplus shall be presented to City Council for declaration as “surplus equipment”.
(b) Once said firearms are declared surplus, the Chief of Police shall be given the authority and direction by the City Manager to dispose of said confiscated firearms by either:
(1) Incineration or destruction or
(2) Sale to a firearms dealer maintaining a federal firearms license.
(c) A written chain of custody shall be provided to the City Manager from the Chief of Police outlining the procedure and methods of disposal.
(d) A written report from the City Manager shall be provided to Council delineating the disposition of said confiscated firearms.
