(a) Owner. The owner of every "commercial structure", structure as defined herein or commercial property shall be responsible for the maintenance thereof in good repair, safe condition and sanitary as required by the terms of this Code. The owner shall also be responsible for maintaining in a clean and sanitary condition, the shared or common areas of the premises which are to be available to tenants at all reasonable times.
(b) Occupant. The occupant of any structure shall be responsible for maintaining in a clean and sanitary condition that part of the premises which he occupies and controls.
