947.06 CEMETERY ENDOWMENT FUND.
   All moneys of the Cemetery Endowment Fund shall be invested in any qualified investment as determined by the Ohio Revised Code, the City Charter and the Finance Director.
   The corpus of the Endowment Fund shall be used only for additional cemetery land acquisition or improvements necessary to expand the cemetery, and must be approved by a majority vote of Council.
   Earnings from the Cemetery Endowment Fund may be transferred to the Cemetery Operating Fund and shall be used first to provide plantings, flowers and/or maintenance to those grave sites requiring same as a condition of a bequest. All other money shall be used for general care of the cemetery. Such care may include but not be limited to:
   (a)    Lawn and tree maintenance, replacement and additions; and
   (b)    Expenses involved with labor and equipment under subsection (a).
