No person, firm, partnership or corporation, except a duly authorized law enforcement officer or a duly licensed garbage and rubbish collector, shall examine, inspect, canvas, go through, explore, probe, sift, scrutinize, collect, transport or dispose of any garbage, rubbish, or refuse within the Municipality.
