The Division of Water and Sewer is hereby authorized and directed to investigate the piping system of all properties which may be affected by this chapter and to take such action as may be necessary to enforce the provisions of this chapter. The Division of Water and Sewer may adopt and enforce regulations in accordance with this chapter.
