(a) Noise Producing Devices On Moving Vehicles. Noise producing devices employed by vendors or peddlers using motor vehicles, push-carts or tricycles for the sale of ice cream, popsicles, ice sherbets, prepared ice cream drinks, frozen desserts and other similar products shall not be used or operated when such motor vehicle, push-cart or tricycle is in motion.
(b) Noise Producing Devices When Vehicles Are Not In Motion. Noise producing devices may be used or operated when the vehicle, push-cart or tricycle is not in motion. However, no such noise producing device shall be used or operated which produces a sound which is audible at a distance of more than 100 feet from the source of such sound.
(c) Sale To Persons In Street Prohibited. Vendors or peddlers employing motor vehicles, push-carts or tricycles for the sale or offering for sale of ice cream, popsicles, ice sherbets, prepared ice cream drinks, frozen desserts and other similar products shall not sell or offer for sale any such products to any person when such person is within any public street or right-of-way normally used by motor vehicles.
