For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
City Engineer refers to the duly appointed and then acting City Engineer of the city and/or other engineer or firm of engineers appointed by the City Council in connection with any proposed improvement.
Owner, in relation to the ownership of real property, means the record holder of the legal title to the land in question; except that if there is a purchaser of the land whose interest therein is evidenced by a recorded contract for the sale thereof or by written verified statement of the record holder of the legal title, and which verified statement has been duly filed with the Recorder of the city, then the purchaser shall be deemed the Owner.
