The City Superintendent shall assign numbers to all dwelling houses and business establishments in the city now existing or hereafter constructed. The numbering of buildings on streets running north and south shall commence at the Southern Pacific Company right-of-way; and the numbering of buildings on avenues running east and west shall commence at Ivy Street. Assigned building numbers shall have at least 3 digits, and the same number shall not be assigned to more than 1 building on each street or avenue in each of the 4 areas of the city. Buildings on the north and east side of their streets or avenues shall be assigned even numbers, and buildings on the south and west side of their streets and avenues shall be assigned odd numbers.
