Any person riding upon a public street shall obey all state traffic laws and traffic control devices, including but not limited to:
A. No person, while riding or operating any bicycle, skateboard or similar device upon the streets, alleys, sidewalks or public highways of the city shall hold on to any other vehicle.
B. Riders shall ride in single file on the right- hand side of the street in bike lanes, where available, or as close as practicable to the right curb or edge of the roadway, where unavailable, unless overtaking and passing another rider or pedestrian.
