A. System development charges shall be established and may revised by resolution of the Council.
B. Unless otherwise exempted by the provisions of this chapter or other local or state law, a system development charge is hereby imposed upon all parcels of land within the city and upon all lands outside the boundary of the city that connect to or otherwise use the transportation system, the park system, sewer facilities or storm sewer facilities of the city.
