905.12 CONSTRUCTION SPECIFICATIONS.
   (a)    Grading.
      (1)    Where the surface of the ground will be higher than the finished grade of the sidewalks or driveway aprons, the Contractor shall do the necessary excavation to meet the finished grade of the sidewalks or driveway aprons. Such grading shall include the necessary slopes.
      (2)    If the original surface of the ground is below the subgrade of the sidewalks or driveway aprons, the Contractor shall make an embankment on which to place the sidewalks or driveway aprons; such embankment shall be placed in four inch layers to a width as directed by the Director of Construction Service, with each layer thoroughly rolled or tamped to a compaction satisfactory to the Director of Construction Services. Topsoil or other organic material shall not be used as embankment under proposed sidewalk or drive. After the sidewalks or driveway aprons are laid, the areas on each side shall be filled and finished graded as directed by the Director of Construction Services.
   (b)    Work Near Street Trees.
      (1)    In situations where the base of a tree has grown over the top of sidewalks or driveway aprons that are to be removed, the concrete shall be removed from beneath the tree without disturbing the tree. New concrete shall be placed within the void, expansion paper placed and the sidewalks or driveway aprons brought to finished grade. In no case should the wood be trimmed back without the written permission of the Urban Forester.
      (2)    If after removal of sidewalk or driveway apron a tree root is located under the walk area and if that root is three and one-half inches in diameter or greater the Urban Forester must be called to inspect the work. The Urban Forester will decide if the root may be or may not be cut. The Urban Forester will give the Contractor a written copy of the decision which must be presented to the Inspector at the job site before pouring concrete. Should work cause irreparable damage to tree or root system, the Urban Forester may condemn said tree for ultimate removal. Failure to comply with the above procedure will result in the Contractor assuming liability for the affected tree as the law directs.
   (c)    Portland Cement Concrete Sidewalks.  
      (1)    Excavation for the sidewalks shall be made to subgrade and to width of three inches more on each side than the width of the proposed walk. All tree roots exposed by excavation shall be cut off at least three inches outside the lines of the new walk and three inches below the subgrade, provided such approval has been received from the Urban Forester as identified under Section 905.08(b) above. After having been evenly fine graded, the subgrade shall be thoroughly compacted. If springs are encountered, drains shall be laid to the nearest storm outlet as directed by the Director of Construction Services.
      (2)    Driveway aprons on improved streets shall conform to Canal Winchester Standard Drawings.
      (3)    For new driveway apron installations, combined curb and gutter and separate curbing shall be entirely removed for the full width of the driveway aprons opening at the curb line. Such curb removal shall be done so as to avoid any injury to the curb remaining in place, which shall be rounded off and finished under the supervision of the Director of Construction Services or his authorized representative. Saw cutting of the curb may be permitted at the direction of the Director of Construction Services.
      (4)    No driveway aprons shall be so constructed as to interfere with the drainage of the adjoining street or as to permit the forming of pools of water in the driveway aprons.
      (5)    That portion of driveway aprons which crosses a sidewalk shall be kept at the same grade as the sidewalk so as to avoid interference with pedestrian traffic. No steps shall be created in the sidewalk because of any driveways aprons' construction, and at no time shall the gradient of the sidewalk which crosses a driveway aprons exceed 2%. The established grade at the gutter or street level shall not be changed by the driveway aprons, and no part of the driveway aprons shall extend beyond the curb or street line in such a manner as to change the grade of the gutter or street or obstruct the free flow of water in the gutter. Where elevations or depressions are necessary in the tree lawn between the curb or street and the sidewalk or right of way line, the tree lawn shall be graded on both sides of the driveway aprons to a distance sufficient to create a gradual ascent or descent. At no time shall the gradient exceed 10%.
      (6)    The materials necessary for the construction of the concrete driveway aprons, and forming, placing, finishing, and curing of the concrete driveway aprons shall conform to City of Columbus Construction and Material Specification Section 452, except as such specifications are modified herein.
   (d)    Asphalt Cement Concrete Driveway Aprons.  
      (1)    Excavation for the driveway aprons shall be made to subgrade, and to a width of three inches or more on each side than the width of the proposed driveway aprons. All tree roots exposed by excavation shall be cut off at least three inches outside the lines of the new driveway aprons and three inches outside the lines of the new driveway aprons and three inches below the subgrade, provided such approval has been received from the Urban Forester as identified under Section 905.08(b) above. After having been evenly fine graded, the subgrade shall be thoroughly compacted. If springs are encountered, drains shall be laid to the nearest storm outlet as directed by the Director of Construction Services.
      (2)    Asphalt driveway aprons shall conform to Canal Winchester Standard Drawings. Asphalt driveway aprons are permitted only on unimproved streets, unless previously installed or approved by the Director of Construction Services.
      (3)    No driveway aprons shall be so constructed as to interfere with the drainage of the adjoining streets or as to permit the forming of pools of water in the driveway aprons.
      (4)    Minimum culvert diameter shall be twelve inches. Larger diameter culverts may be required as directed by the Director of Construction Services. Culvert material shall be approved by the Director of Construction Services. Culvert shall be bedded with granular material from six inches below the pipe to the centerline of the pipe. Headwall details for culverts larger than eighteen inches diameter shall be approved by the Director of Construction Services. Culverts are the responsibility of the property owner.
      (5)    The established grade at the street level shall not be changed by the driveway aprons, and no part of the driveway aprons shall extend beyond the street line in such a manner as to change the grade of the street. Where elevations or depressions are necessary in the tree lawn between the street and right of way line, the tree lawn shall be graded on both sides of the driveway aprons to a distance sufficient to create a gradual ascent or descent. At no time shall the gradient exceed one foot vertical to ten feet horizontal.
      (6)    The materials necessary for the construction of the asphalt driveway apron aprons, and placing, and finishing of the driveway aprons shall conform to the City of Columbus Construction and Material Specification Sections 304, 402 and 404, except as such specifications are modified herein.
