951.03 PARK RULES.
   The Mayor or designee may adopt such rules and regulations as are necessary for the proper management of parks and their facilities. No person shall fail or refuse to comply with any posted restrictions or directives or with any reasonable order relating to such rules and regulations, or with any other order lawfully given by any law enforcement officer. Law enforcement officers, the Mayor, or a designee of the Mayor may order any person violating any provisions of these rules and regulations to leave the park and/or to stay away from any City park premises for the applicable period set forth below. No person shall fail to obey such an order. Whoever violates any park rule or regulation is guilty of a minor misdemeanor. Each violation shall be considered a separate offense. Additionally, violation of any of the established rules may result in the following civil penalties:
   1st Offense - 30 days banned from City parks
   2nd Offense - 60 days banned from City parks
   3rd Offense - 1-years banned from City parks
   4th Offense - 2-years banned from City parks
   A ban from City parks shall have the same effect as a trespass admonition and violation thereof shall be punishable as a criminal trespass.
