There is hereby established a registration fee for under-speed vehicles including golf carts in the amount of twenty-five dollars ($25.00) and said fee shall be deposited in the Law Enforcement Special Revenue Fund to be used to defray the expenses of the registration program and such other law enforcement expenses as may be necessary.
