The permittee or franchisee shall not be relieved of its obligation to comply with any of the provisions of this chapter due to any failure of the Municipality to enforce prompt compliance. However, the Director of Construction Services may in individual instances and upon a request in writing establishing hardship and for good cause shown waive, in writing, any requirements of this chapter.
