The City Manager shall make and enforce such rules and regulations as he may deem necessary for the enforcement of the provisions hereof, for the proper determination and collection of the rates and charges herein provided and for the safe, efficient, and economic management of the system. Such rules and regulations, when not repugnant to existing ordinances of the City or laws of the State, shall have the same force and effect as ordinances of Council. The City Manager when authorized pursuant to Section 925.10, may enter into agreements with other political subdivisions, or businesses outside the City, for acceptance of wastewater, whether by sewer line or transport and such agreements should be in general conformance with these regulations but do not have to comply in their entirety with Chapter 933 and/or provisions of Chapter 929.
