It is hereby determined and declared to be necessary for the protection of the public safety, health, welfare and convenience of the City to establish and collect user charges from all lots, lands and premises served by or having connections, either directly or indirectly, with the public sewerage system of the City. It is further determined and declared to be necessary that the establishment and collection of such user charges shall be in compliance with the United States Environmental Protection Agency rules and regulations 40 CFR 35,929 and 35.935-13.
