921.07 RULES AND REGULATIONS.

The City Manager shall make and enforce such rules and regulations as he may deem necessary for the enforcement of the provisions hereof, and for the safe, economical, and efficient management and protection of the water system. Such rules and regulations, when not repugnant to existing ordinances of the City or laws of the State, shall have the same force and effect as ordinances of Council.
