(a) The person appointed Clerk of Council shall also perform the duties of City Clerk, and shall be designated to receive such notices on behalf of the City, as are provided by law. The City Clerk shall have custody of City records and be authorized to certify copies of such records.
(b) The City Clerk shall have a seal.
(c) In the absence of the City Clerk, the City Finance Director shall be acting City Clerk.
