Rules and regulations prepared by the City Engineer and approved by Council shall describe in detail the procedure to be observed in obtaining permits and precautions to be taken in acting under the permits issued. Specifications in accordance with standard engineering practice shall be similarly prepared prescribing the manner in which excavation and restoration work shall be done. The rules and regulations shall contain a schedule of charges and deposits for various size openings in various kinds of paving, based upon the cost to the City of the inspection and other services to be rendered by the City and the expense of restoration work.
